Preheat your oven to 180°C. Grease and flour a baking dish. In a bowl, combine flour and Dr. Oetker Baking Powder. In another bowl, beat the eggs with sugar until light and fluffy. Add Dr. Oetker Vanilla Extract and mix well. Gradually fold in the flour mixture, followed by the whole milk until the batter is smooth.
Pour the batter into the prepared baking dish and smooth the top. Bake in the preheated oven for 40 - 45 minutes or until a toothpick inserted in the center comes out clean. Let the cake cool completely in the pan.
In a medium bowl, whisk together the condensed milk and sweetened condensed milk to make the milk soak. Poke holes all over the cooled cake using a fork and pour the milk mixture evenly over the top. Refrigerate for at least 1 hour to allow the cake to absorb the milk.
Before serving, prepare the topping by whipping the heavy cream with powdered sugar and Dr. Oetker Vanilla Extract until stiff peaks form. Spread the whipped cream evenly over the cake. Slice and serve chilled.
